Apart from the Hòa Hảo University, in 1966 the congregation launched a program of short-term courses to train administrative and evangelizing personnel. Tens of thousand Hòa Hảo activists were trained between 1966 and 1975. Subsequently, they served at a variety of Hòa Hảo institutions.

These officials worked for a sophisticated organizational structure of the Hòa Hảo Buddhist Church. It included the Central Administrative Committee, provincial committees in An Giang, Châu Đốc, Sa Đéc, Kiến Phong, Kiên Giang, Vĩnh Long, Phong Dinh, Bạc Liêu, Chương Thiện, An Xuyên, Ba Xuyên, Biên Hòa, Gia Định, Vĩnh Bình, Kiến Hòa, Kiến Tường, Lâm Đồng, Tuyên Đức, Ninh Thuận, Phú Yên, and Bình Định, as well as the inter-provincial committee of Long An-Định Tường. The Church also had municipal committees in Saigon, Cần Thơ, Mỹ Tho, Rạch Giá, Vũng Tàu and Đà Lạt. It should be pointed out that Administrative Committees of Hòa Hảo village and Thiện Từ community had a special status within the Church, which also had 82 district committees, 476 village committees and 3,100 hamlet committees. The staff of the administrative network included the total of 36,500 officials.

Separately, the Hòa Hảo Buddhist Church had an extended evangelization network. It included 213 temples and shrines, 468 recital halls, 452 community centers, 2,876 offices. 2,679 preachers and some 10,000 staffers worked at the evangelization institutions.
